Capacity Building Programme on Roof top Solar

In terms of the said scopes, AIREC organised a capacity building programme on Grid connected Rooftop solar for Kolkata, Bidhan Nagar and New town on 07th April 2015 at hotel Stadel at Bidhan Nagar(Salt lake). The programme was aimed as a awareness tool among the agencies involved in implementation of the policy. The programme was well attended by officials from CESC(5), KMC(3), officials from power dept. of Govt. of West Bengal, and NKDA/WBSEDCL, a few developers , officials of different solar industries and consultants. The total number of participants   were around 60 (list enclosed).

The programme consisted of two sessions. The first one was Introductory session which was inaugurated by Mr. Simon Petrie, First secretary-Low carbon growth- Energy, Climate and Growth unit, British High Commission-DFID India. He explained the importance placed by UK Government on solar energy in their total energy scenario and DFID’s intention to cooperate with Govt. of West Bengal in promoting low carbon technology. Dr. A.N Biswas, Joint Secretary of Power Department , Govt. of West Bengal explained the status of the proposal in government procedures. Mr. A .Sarkar, MD of Newtown Kolkata Development Authority  mentioned the initiatives taken by NKDA in this respect. Dr. S.P Gon Chaudhuri, Chairman, AIREC explained the objective of this policy ,its present status and what it covers in a nutshell.

The second session was a technical one and different speakers spoke on PV technology, proposed policy and Regulations ,Financing options, proposed procedure for availing benefits and billing system through Net Metering. Mr. K.G Sinha, Independent consultant and one of the advisors in the formulation of the report explained the policy guidelines  as proposed in the report. Prof. (Dr.) Hiranmay saha of IIEST explained PV technology and how rooftops can be beneficially utilized for generating PV power and fed to grid.Dr.Ms. keya Ghosh of CUTS explained the proposed regulations. Mr. Hirak Sarkhel of ICF International explained the process flow chart for web enabled transaction for rooftop policy. Financing policy was explained by Mr. Bidhan Nandy and Mr. Manojit Ray of DCPL. Operation of Net metering was explained by Mr. Udayan Ganguly of CESC.
